REQUEST FOR COMMENTS ON TRANSPORTATION PROJECTS
 
THE BATTLE CREEK AREA TRANSPORTATION STUDY (BCATS) HEREBY GIVES NOTICE of opportunity for public involvement in the sixteenth amendment to its Transportation Improvement Program (TIP) for fiscal years (FYs) 2017-2020 (10/1/16–9/30/20), consisting of the following proposed actions:  
    1) Modifying the 2019 reconstruction of the railroad crossing surface at the M-37 (Helmer Rd) crossing of Grand Trunk Western (GTW) railroad in Springfield, by the Michigan Dept of Transportation (MDOT), to be financed 100% by State of Michigan Railroad (MRR) funds in the amount of $207,177, instead of 90% Federal Surface Transportation Safety Highway Crossing Hazard Elimination (STRH)/10% State MRR;
    2) Modifying the scope of the 2020 City of Battle Creek (BC) Major Street Resurfacing project by deleting Meachem Ave, from Upton to Capital, from the project.  Sections of Riverside Dr, Union St, Upton Ave, & Roosevelt Ave remain part of the project at the same $491,770 total estimated cost, 81.85% Fed Surface Transportation Program (STP) Urban Local (STUL), 18.15% BC;
    3) Adding 2019 construction by MDOT to add sidelights and circuitry upgrades to support signal operations at the GTW railroad crossing of Kendall St just north of I-94BL (Dickman Rd), total cost $50,000, 90% Fed STRH, 10% State MRR;
    4) Adding 2019 MDOT resurfacing of M-66 from Wanadoga Creek northward ~1.8 mi to the Calhoun/Barry County line.  Total construction phase cost $418,500, 100% State Non-Freeway Resurfacing Program;
     5) Deleting 2019 preliminary engineering (PE) phases for the MDOT Southwest Region’s annual Longitudinal, and Special, Pavement Marking Programs, as no longer needed for 2019 implementation of the programs;
    6) Deleting 2017 & 2018 Battle Creek Transit (BCT) projects proposed to use Federal Transit Administration (FTA) Section 5339 - Bus and Bus Facilities funding, for large bus replacement pending accumulation of adequate Sec5339 funds, and re-directing those 2017 & 2018 funds to a modified 2019 BCT Sec5339-funded project to acquire Intelligent Transportation System technology support equipment for the BCT central office and on-board vehicles.  Total 2019 cost $445,623, 80% FTA Sec5339, 20% State Comprehensive Transportation Fund; and
    7) Modifying the 2020 Calhoun County Road Dept (CCRD) resurfacing of N Dr N (Gorsline Rd), from McAllister Rd to 12 Mile Rd, to add $390,000 in local (CCRD) funds for additional extensive grading required to support paved shoulders.  New total construction estimate $1,200,000, 53.4% Fed STUL, 46.6% CCRD.

REQUEST FOR COMMENTS ON TRANSPORTATION PROJECTS
 
THE BATTLE CREEK AREA TRANSPORTATION STUDY (BCATS) HEREBY GIVES NOTICE of opportunity for public involvement in the fifteenth amendment to its Transportation Improvement Program (TIP) for fiscal years (FYs) 2017-2020 (10/1/16–9/30/20), consisting of the following proposed actions:
  
    1) Updating the narrative “Section 3 Performance-Based Planning” of the FY17-20 TIP document, to describe current planning targets in the categories of safety, pavement, bridge, system performance, and transit, and how implementation and performance of projects in the TIP will contribute to meeting those targets;
    2) Adding a 2020 City of Battle Creek (BC) signal modernization at the Main St @ Cliff St intersection.  Total construction (CON) budget $190,426, 100% Federal Congestion Mitigation Air Quality (CMAQ) funds;
    3) Adding previously undesignated Fed Surface Transportation Program (STP) Urban Local (STUL) funding  to a 2020 Calhoun County Road Dept (CCRD) resurfacing of N Dr N (Gorsline Rd), and changing the west limit from Bellevue Rd to McAllister Rd, reducing the project length, to 12 Mile Rd, from 3.5 to 2.9 mi.  Total CON estimate updated from $760,000 to $810,000, 79.2% Fed STUL, 20.8% CCRD;
    4) Adding a 2020 CCRD installation of dual Stop and Stop Ahead signs with reflective post sheeting at 11 intersection approaches on CCRD roads in the BCATS area.  Total CON $23,718, 90% Fed Highway Safety Improvement Program (HSIP), 10% CCRD;
    5) Adding 2020 CCRD tree removal along Banfield Rd, from M-37 to Baseline Rd, and along N Dr N (Gorsline Rd), from 9.5 Mile Rd to 12 Mile Rd.  Total CON $24,052, 90% Fed High Risk Rural Roads (HRRR), 10% CCRD;
    6) Adding a 2020 CCRD installation of overhead flashing beacons at 3 intersections on CCRD roads in the BCATS area.  Total CON $53,316,  90% Fed HSIP, 10% CCRD;
    7) Modifying a 2019 Michigan Dept of Transportation (MDOT) interchange lighting upgrade to not include work at I-94/Westnedge interchange in Kalamazoo in same job with tower lighting improvements throughout the I-94BL (Dickman Rd) @ I-194/M-66 interchange.  Unchanged Battle Creek area work total CON $60,899, 82% Fed National Highway System, 16% State “M” funds - Michigan Betterment, 2% BC;
    8) Adding 2019 preliminary engineering (PE) and 2020 right-of-way (ROW) for a MDOT project  to modernize traffic signals, upgrade ADA ramps, and install connected vehicle equipment at 4 locations in the BCATS area: M-89@Stringham traffic signal; M-89@VanBuren flashing beacon; I-94BL/Michigan@Charlton (near fire station) emergency traffic signal; and M-89/Michigan@Kimber (near fire station) emergency traffic signal.  Total PE $177,612, total ROW $12,000, total CON (2022) $774,092, all 100% Fed STP-Safety;
    9) Adding a 2019 MDOT signal modernization at the intersection of M-96 (Dickman Rd) and Hill Brady Rd.  Total CON $310,413, 100% State “M”;
    10) Advancing the CON phase, from 2022 to 2020, of an MDOT freeway signing update to replace signs & cantilevers on I-194 northbound & southbound Exit 2 off ramps to Columbia Ave, and on I-194 northbound Exit 1 off ramp to Dickman Rd.  2019 PE.  Total 2020 CON $150,538, 100% Fed STP-Safety;
    11) Adding the MDOT Southwest Region’s annual pavement markings assessment on selected trunkline segments, for 2020.  Total CON budget for BCATS area work $1,080, 90% Fed HSIP, 10% State ”M”; and
    12) Adding the 2020 PE and CON phases for the MDOT Southwest Region’s annual Longitudinal, and Special, Pavement Marking Programs, for applications on selected trunkline segments not being otherwise worked on during construction season.  For BCATS area work, total PE $900, total CON $204,300, both 90% Fed HSIP, 10% State ”M”.
